Proper presentation of a pencil popper is the cast then twitch the rod tip
while retrieving, this will allow the lure to "walk the dog" from side to
side.
Vary your retrieve, go real slow for stripers, faster for bluefish.
Jumble it up a few twitches fast a few slow. Dying bait is very erratic.

I get asked a lot about what colors are best?
Pearl White is the best imitation of a
normal squid. Olive/White and Black/Silver make excellent small bait
imitators. Yellow or Parrot at sunrise or cloudy days. Parrot has also
worked well on sunny days too! On sunny days stick
with a color that has a high definition color hue change on
it such as Blue/White or Olive/White. Spend some time looking at the bait
prevalent in your area and you will soon understand why certain colors can
give you just that little bit extra advantage to entice a larger fish to
take your lure.
Don't be afraid to use such colors as Blue/White, Black/Silver or
Yellow/White at night either!
Lot's of people don't fish poppers at night but they are a very
effective way to catch fish if you stay in contact with the plug.
Fish them barb-less for an easy release and the health of our fish
stocks! I've lost only a few fish in my life to barb-less hooks and
they've all been faster runners than I can reel to keep tight to
them!
